Summary: The complainant has requested legal advice obtained by the Medicines and Healthcare Products Regulatory Agency (MHRA) related to the licensing of nicotine containing products (NCP) and nicotine replacement therapies (NRT) as medicines. The Commissioner-™s decision is that MHRA has correctly applied section 42(1) of the FOIA to the withheld information. The Commissioner does not require the public authority to take any steps as a result of this decision notice.
