The complainant requested information submitted to Cambridgeshire County Council (the Council) by two local community transport associations in relation to applications made to the Council’s community transport fund. The Council provided the information requested but made a number of redactions on the basis of section 43(2) of FOIA. The complainant disputed these redactions. The Commissioner’s decision is as follows: The information redacted from the documents APP1 and APP4 is exempt from disclosure on the basis of section 43(2) of FOIA and in all the circumstances of the case the public interest favours maintaining the exemption; The information redacted from the document APP3 is not exempt from disclosure on the basis of section 43(2). The Commissioner requires the public authority to provide the complainant with an unredacted copy of document APP3. Information Tribunal appeal EA/2014/0187 allowed in part.
