The complainant has requested various information relating to both how the council deals with requests under the FOIA and parking penalties. The Commissioner’s decision is that, on the balance of probabilities, Norwich City Council does not hold the requested information. He has also decided that Norwich City Council breached the statutory time for compliance at section 10(1) of the FOIA. He does not require the council to take any steps to ensure compliance with the legislation.
