The complainant has requested information relating to the spending of public money, how the council deals with legislation on meetings and access to information, and the work schedule of the chief executive. The Commissioner’s decision is that City of York Council has incorrectly applied the vexatious provision at section 14(1) of the FOIA. The Commissioner requires the public authority to take the following step to ensure compliance with the legislation. Issue fresh responses to the requests under the FOIA without relying on s14.
