The complainant requested the response from the Home Office to the recommendation that the qualifying period for the special constable long service medal be reduced to five years. The Home Office refused to disclose this information and cited the exemption provided by section 35(1)(a) (formulation or development of government policy) of the FOIA. The Commissioner’s decision is that section 35(1)(a) was cited correctly and so the Home Office was not obliged to disclose this information.
