The complainant made a Freedom of Information request to Monitor for communications between Adrian Masters the Managing Director of Monitor and McKinsey consultants. In response Monitor disclosed some of the information it held but withheld other information under the section 36(2)(b)(i) and (ii) exemptions. The Commissioner has investigated the complaint and found that the section 36(2)(b)(i) and (ii) exemptions are engaged and that the public interest in maintaining each exemption outweighs the public interest in disclosure. The Commissioner requires no steps to be taken.
