The complainant has made two requests for information relating to an investigation conducted by Durham County Council (the council) into a specified pupil referral unit (the PRU). The council refused the requests as it considered them both to be vexatious under section 14 of the FOIA. The Commissioner’s decision is that the council has correctly applied section 14 to the requests. He therefore does not require the council to take any steps in this case.
