The complainant requested information regarding the definition of various conceptual terms in relation to the study of psychology. The University of Cambridge (the University) applied section 12(1) and 14(1) of the FOIA in refusing the request. The Commissioner’s decision is that the University is entitled to rely on section 14(1) in refusing the request. However he finds that the University did breach section 10 of the FOIA by failing to respond to the complainant’s request within 20 working days. The Commissioner does not require the public authority to take any steps.
