The complainant has requested a copy of legal advice the Welsh Government had received in relation to an issue between himself and the Welsh Government regarding its Welsh for Adults policy. The Welsh Government refused the request by virtue of section 42(1) of the FOIA. The Commissioner’s decision is that the Welsh Government was correct to rely on section 42(1) of the FOIA. The Commissioner does not require the public authority to take any steps.
