The complainant has requested an address relating a conveyancing payment. Wirral Metropolitan Borough Council (“the Council”) refused the request on the basis of regulation 12(5)(e) of the EIR. However, during the course of the Commissioner’s investigation the Council disclosed the previously withheld information. As the information was disclosed outside the 20 working day timescale the Commissioner has concluded that the Council breached the requirements of regulation 5(2).
