The complainant requested a report on the outcome of a particular investigation into why an officer did not get a parking ticket in May 2014. The City and County of Swansea (‘the Council’) withheld the information requested under section 40(2) of the FOIA. The Commissioner’s decision is that the Council correctly applied section 40(2) to the information it holds relevant to the request. The Commissioner does not require any steps to be taken. This decision notice is currently under appeal to the Tribunal.
