The complainant has requested from the Church Commissioners the addresses and postcodes of all the land and property it owns. The Church Commissioners has provided the complainant with some information regarding its property portfolio but not all of the information requested. It has explained to the Commissioner that the reason for this is that it is not a public authority for the purposes of the FOIA. It has therefore refused to respond to this request under the FOIA. This decision notice is currently under appeal to the Tribunal. The Commissioner’s decision is that the Church Commissioners is not a public authority for the purposes of the FOIA. He therefore upholds the Church Commissioners position and requires no steps to be taken in this case.
