The complainant requested legal advice about changes to the structure of Wrexham County Borough Council (‘the Council’) and compliance with the Local Government (Wales) Measure 2011. The Council withheld the information on the basis that it was subject to legal professional privilege, and was therefore exempt under section 42(1) of the FOIA. The Commissioner’s decision is that the Council has correctly applied section 42(1) to the withheld information. The Commissioner does not require any steps to be taken. This decision notice is currently under appeal to the Tribunal.
