The complainant has requested information from Mole Valley District Council (“the council”) that relates to a corporate complaint about the council’s investigation into a specified address. The council refused to comply with the requests as it considered them to be vexatious under section 14(1) of the Freedom of Information Act (“the FOIA”) and manifestly unreasonable under regulation 12(4)(b) of the Environmental Information Regulations (“the EIR”). The Commissioner’s decision is that the council has correctly refused the requests as vexatious under section 14(1) of the FOIA and manifestly unreasonable under regulation 12(4)(b) of the EIR. He requires no steps to be taken by the council.
