The complainant has requested pre-application planning advice. The Royal Borough of Windsor & Maidenhead withheld the information under the exception for interests of the information provider – regulation 12(5)(f). The Commissioner’s decision is that the Royal Borough of Windsor & Maidenhead has failed to demonstrate that regulation 12(5)(f) is engaged.
