The complainant requested copies of the Transformation Quality Improvement Officer (TQIO) and the school improvement Partner (SIP) reports held by Kirklees Council (council) for a particular school which covered a specified time period. The council refused the request under the exemption covering vexatious requests-section 14(1). The Commissioner’s decision is that the council has correctly applied section 14(1). The Commissioner does not require the council to take any steps.
