The complainant has requested information from the London Borough of Southwark (“the Council”) relating to the Council’s Habitual Complainants Policy. The Commissioner’s decision is that the Council has correctly refused to comply with the request on the grounds that it is a repeated request and falls under section 14(2) of the FOIA. The Commissioner requires the Council to take no steps.
