The complainant submitted a request to the Foreign and Commonwealth Office (FCO) for information about the Western Union Clandestine Committee. The FCO disclosed the information it held falling within the scope of the request but redacted certain parts of it on the basis of the exemptions contained at sections 27(1)(a), (c) and (d) (international relations) of FOIA. The Commissioner has concluded that the withheld information is exempt from disclosure on the basis of these exemptions and that the public interest favours maintaining the exemptions.
