The complainant requested a copy of a detention services order. By the date of this notice the Home Office had failed to respond substantively to this request and the Commissioner’s decision is that in so doing it breached sections 1(1) and 10(1) of the FOIA. The Home Office is now required to provide a substantive response to the request.
