The complainant has requested information about revisions to the guidance on the Domestic Violence Disclosure Scheme (“the DVDS”). The Home Office confirmed that it held some of the requested information but refused to disclose it on the grounds that it was exempt under section 35(1)(a) (formulation or development of government policy). The Commissioner’s decision is that the Home Office was entitled to rely on section 35(1)(a) to refuse the request.
