Harrogate Borough Council

The complainant has requested information about the applications for heavy goods and public service vehicle operators’ licences and centres. The Council refused the requests under section 14(1) of the FOIA as it considered them to be vexatious. The Commissioner’s decision is that Harrogate Borough Council is entitled to rely on section 14(1) to refuse the requests.
