The complainant has requested information on business (non-residential) property rates data held by City of London (“CoL”). The CoL cited section 31(1)(a) (the prevention and detection of crime), and section 41(1) (information provided in confidence) of FOIA to withhold the information. The Commissioner’s decision is that the Col was entitled to refuse to disclose the withheld information in accordance with section 31(1)(a) of FOIA and the public intertest lies in maintaining the exemption. The Commissioner does not require the CoL to take any steps.
