University College London (‘the University’) withheld the report in its entirety, citing section 36(2)(b)(ii) and 36(2)(c) (prejudice to the effective conduct of public affairs). The Commissioner’s decision is that the report engages section 36(2)(b)(ii) and the public interest lies in maintaining the exemption. The Commissioner does not require further steps.
