Summary
Mr Downs requested a second opinion as to whether his patent number GB 2295741 is infringed by the London Congestion Charging Scheme end to end enforcement process. This same question had been the subject of an earlier opinion and a review of that opinion. The hearing officer found that that the earlier opinion and review had already sufficiently considered the question and the request for the second opinion was refused.
