Summary
A decision on costs in entitlement proceedings. Claimants argued for a costs award at the upper end of the published scale. The Hearing Officer noted that much of the material submitted had been submitted in an earlier entitlement dispute involving the same people and this would have saved costs. He did however note that an intervention by a so-called representative of the defendant did impact on the claimants-™ costs and costs towards the higher of the scale were justified for that intervention.
