OFFSHORE INSTALLATIONS

The Offshore Installations (Safety Zones) Regulations 1987

The Secretary of State, in exercise of the powers conferred on him by section 23(1)(b) of the Petroleum Act 1987(1) (hereinafter referred to as "the Act"), and of all other powers enabling him in that behalf, hereby makes the following Regulations:-

1. These Regulations may be cited as the Offshore Installations (Safety Zones) Regulations 1987 and shall come into force on 1st September 1987.

2. The prohibition under section 23(1) of the Act on a vessel entering or remaining in a safety zone established around an installation by virtue of the Act(2) shall not apply to a vessel entering or remaining in the safety zone-

(a)in connection with the laying, inspection, testing, repair, alteration, renewal or removal of any submarine cable or pipe-line in or near that safety zone;

(b)to provide services for, to transport persons or goods to or from, or under the authority of a government department to inspect, any installation in that safety zone;

(c)if it is a vessel belonging to a general lighthouse authority performing duties relating to the safety of navigation;

(d)in connection with the saving or attempted saving of life or property;

(e)owing to stress of weather; or

(f)when in distress.

Explanatory Note

(This note is not part of the Regulations)

These Regulations specify circumstances in which the prohibition in section 23 of the Petroleum Act 1987 on vessels (which for this purpose include hovercraft, submersible apparatus and installations in transit) entering or remaining in safety zones established around installations under sections 21 and 22 of that Act is not to apply.
