The Secretary of State makes this Order in exercise of powers conferred by sections 10 and 12 of the Highways Act 1980(1) and of all other enabling powers:-
1. The lengths of the trunk roads described in Schedules 1 and 2 to this Order and shown by broad striped hatching on the deposited plan shall cease to be trunk roads and shall be classified as principal roads as from the date on which this Order comes into force.
2. In this Order-
(i)"the deposited plan"means the plan numbered HA10/2-WO54 containing 2 plans and marked"The London-Fishguard Trunk Road (A48) (County of West Glamorgan) and The Swansea-Manchester Trunk Road (A483) (Penllergaer Roundabout, M4 to A483/A4070 Ivorites Junction) Detrunking Order 1987", signed by authority of the Secretary of State and deposited at the Welsh Office, Departmental Records Office, Curran Embankment, Cardiff, CF1 5DX;
(ii)"principal roads"as a classification for highways, means that the highways are principal roads for the purpose of enactments and instruments which refer to highways classified as principal roads and are also classified for the purposes of every other enactment and instrument which refer to highways classified by the Secretary of State;
(iii)"the trunk roads"means The London-Fishguard Trunk Road (A48) and The Swansea-Manchester Trunk Road (A483).
3. This Order shall come into force on 1st April 1987 and may be cited as The London-Fishguard Trunk Road (A48) (County of West Glamorgan) and The Swansea-Manchester Trunk Road (A483) (Penllergaer Roundabout, M4 to A483/A4070 Ivorites Junction) Detrunking Order 1987.

The length of the trunk road ceasing to be a trunk road is in the County of West Glamorgan and is the length from the Mid Glamorgan County boundary (Pyle Bridge) and proceeding in a north-westerly direction for about 5.6 kilometres, including the elevated roundabout forming part of the M4 Motorway to the roundabout at Groes (the length being marked `B' to `A' on plan number 1 of the deposited plan).
The length of the trunk road ceasing to be a trunk road is in the County of West Glamorgan and is the length from its junction with the M4 Motorway at Penllergaer including the Penllergaer roundabout and proceeding in a south and then south-easterly direction for about 3.5 kilometres to its junction with the A4070 at Ivorites Junction (the length being marked `C' to `D' on plan number 2 of the deposited plan).
