Whereas the Secretary of State, for a reason affecting the public interest, deems it necessary in the public interest to restrict flying in the vicinity of certain security establishments in Northern Ireland specified in Schedule 2 hereto:
Now therefore the Secretary of State, in exercise of the powers conferred on him by article 69 of the Air Navigation Order 1985(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Security Establishments in Northern Ireland) Regulations 1989 and shall come into force on 11th January 1990.
2. The Regulations specified in Schedule 1 hereto are hereby revoked.
3.-(1) This regulation applies to each of the security establishments specified in column 1 of Schedule 2 hereto, each of which for the purpose of this regulation shall be taken to comprise an area bounded by a circle of the radius specified in column 2 of Schedule 2 opposite its name centred on the position so specified in column 3 of the said Schedule.
(2) An aircraft shall not fly over a security establishment to which this regulation applies below such height above mean sea level as is specified in column 4 of Schedule 2 opposite its name:
Provided that nothing in this regulation shall prohibit:
(a)flight by any aircraft over the area referred to in column 1 of Schedule 2 hereto as "Ballykelly" for the purpose of landing on Runway 26 at Londonderry (Eglington) aerodrome by using the notified approach aid being an aircraft which is under the control of the appropriate air traffic control unit at the said aerodrome;
(b)flight by any aircraft over the area referred to in column 1 of Schedule 2 hereto as "Belfast" for the purpose of landing at or taking off from Belfast/City Airport being an aircraft which is under the control of the appropriate air traffic control unit at the said Airport;
(c)flight by any aircraft over the area referred to in column 1 of Schedule 2 hereto as "Enniskillen" for the purpose of landing at or taking off from Enniskillen aerodrome in respect of which the commander of the aircraft informs the aerodrome flight information unit at the said aerodrome of his intention so to fly before so flying; or
(d)flight by any aircraft over the area referred to in column 1 of Schedule 2 hereto as "Maghaberry" for the purpose of landing at or taking off from Belfast International Airport being an aircraft which is under the control of the appropriate air traffic control unit at the said Airport.

(This note is not part of the Regulations)
1. These Regulations consolidate the permanent Restriction of Flying Regulations relating to security establishments in Northern Ireland.
2. In addition these Regulations make the following amendments:
(a)Cookstown, Dungannon and Magherafelt are added to the Schedule.
(b)Lurgan is removed from the Schedule.
(c)The heights referred to in the Regulations for Armagh, Bessbrook, Crossmaglen, Londonderry, Omagh and Strabane have been increased by 500 feet and those for Forkhill and Newtownhamilton increased by 1000 feet.
(d)A change of name for Belfast (Harbour) Airport to Belfast/City Airport has been notified.
(e)Belfast (Aldergrove) Airport has been renamed Belfast International Airport.
S.I. 1985/1643, to which there are amendments not relevant to these Regulations.
