The Secretary of State for the Environment, as respects England and the Secretary of State for Wales, as respects Wales in exercise of the powers conferred on them by section 30(2) of the Land Compensation Act 1973(1) and all other powers enabling them in that behalf, hereby make the following Order:
1. This Order may be cited as the Home Loss Payments Order 1989 and shall come into force on 16th January 1989.
2. Subject to article 3 below, for the purposes of section 30(1) of the Land Compensation Act 1973 (amount of home loss payment in England and Wales)-�
(a)the prescribed multiplier is 10;
(b)the prescribed minimum amount of a home loss payment is £1200.
3. Article 2 above does not apply in any case in which the date of displacement, within the meaning of section 29 of the 1973 Act, occurs before the date on which this Order comes into force.

This Order, which applies to England and Wales, increases the amounts payable for home loss payments under the Land Compensation Act 1973. A person is entitled to a home loss payment when he is displaced from a dwelling by compulsory purchase or in other circumstances specified in section 29 of the 1973 Act and the payment is made by the acquiring authority or as otherwise specified in that section. Section 30 of the 1973 Act provides for the amount of a home loss payment to be calculated by a specified multiplier of the rateable value of the dwelling, subject to specified maximum and minimum amounts.
The Order increases the multiplier of the rateable value from 3 to 10 and the minimum amount payable from £150 to £1200, for all cases where the date of displacement is on or after the commencement date of the Order.
