The Secretary of State for Transport, in exercise of the powers conferred by section 14 of the Harbours Act 1964(1) and now vested in him (2) (being the appropriate Minister under section 14(7) of that Act for the purpose of making this Order) and of all other powers enabling him in that behalf, and on the application of the Blyth Harbour Commissioners, hereby makes the following Order:
1.-(1) This Order may be cited as the Blyth Harbour Revision Order 1989 and shall come into force on 18th May 1989.
(2) The Blyth Harbour Acts and Orders 1858 to 1986 and this Order may be cited as the Blyth Harbour Acts and Orders 1858 to 1989.
2. In this Order-�
"the Commissioners" means the Blyth Harbour Commissioners;
"footpath" has the same meaning as in the Highways Act 1980(3);
"the operative date" means, subject to article 3 below, the date fixed by the Commissioners for the extinguishment of the rights of way referred to in article 4(1) below and the creation of the alternative rights of way referred to in article 4(2) below;
"signed plan" means the plan signed in triplicate by an Under Secretary in the Department of Transport, two copies of which have been deposited at the offices of that Department and one copy at the offices of the Commissioners at Blyth, Northumberland, NE24 2AW.
3. The Commissioners shall publish in a newspaper circulating in the town of Blyth a notice-�
(a)specifying the day fixed by them as the operative date; and
(b)setting out the effect of this Order;
and the day so fixed shall not be earlier than the end of the period of 21 days beginning with the date of publication of the notice.
4.-(1) On the operative date all public rights of way on the land marked in red on the signed plan shall be extinguished and the Commissioners may deal with that land as they see fit for the purposes of their undertaking.
(2) The path marked in green on the signed plan and the path hatched brown on that plan shall be deemed to have been dedicated as footpaths by the Commissioners on the operative date.

This Order provides for the extinguishment of public rights of way at Beach Road in the harbour of Blyth and the provision of alternative public footpaths.
The applicants for the Order are the Blyth Harbour Commissioners.
