The Secretary of State for Transport, with the consent of the Treasury, in exercise of the powers conferred by section 56(1) and (2) of the Finance Act 1973(1), and of all other enabling powers, hereby makes the following Regulations:
1. These Regulations may be cited as the Goods Vehicles (Authorisation of International Journeys) (Fees) (Amendment) Regulations 1990 and shall come into force on 1st January 1991.
2. The Goods Vehicles (Authorisation of International Journeys) (Fees) Regulations 1983(2) shall be further amended as follows.
3. For regulation 4 there shall be substituted the following regulation:
"4. The fee payable on the issue of a community authorisation shall be-
(a)£80 if it is valid for a period of one year, or
(b)if it is valid for a period of less than one year but more than thirty days, a fee at the rate of £20 for each period of three months or part thereof in the period for which the permit is valid, or
(c)£7 if it is valid for a period of thirty days."

These Regulations amend the Goods Vehicles (Authorisation of International Journeys) (Fees) Regulations 1983 as previously amended by The Goods Vehicles (Authorisation of International Journeys) (Fees) (Amendment) Regulations 1987 and the Goods Vehicles (Authorisation of International Journeys) (Fees) (Amendment) Regulations 1989. These Regulations enable a fee of £7 to be payable on the issue of a short-term Community authorisation of thirty days. Community Authorisations are defined in the 1983 Regulations and are required for international road haulage journeys. The previous fee for a Community Authorisation which
(a)is valid for one year, or
(b)has an unexpired term of less than one year,
remains unchanged, except that in case (b) above the unexpired term must now be greater than thirty days.
1973 c. 51; section 56(1) is to be read in accordance with the Department of Transport (Fees) Order 1988 (S.I. 1988/643).
