SPORTS GROUNDS AND SPORTING EVENTS

In exercise of the powers conferred upon me by section 27(2) and (3) of the Football Spectators Act 1989(1), I hereby make the following Order:
1. This Order may be cited as the Football Spectators Act 1989 (Commencement No. 1) Order 1990.
2.-(1) The provisions of the Football Spectators Act 1989 which are specified in paragraph (2) below shall come into force on 22nd March 1990.
(2) Those provisions are-
(a)subsections (1), (2), (4) except paragraph (b), and (7) to (11) of section 1;
(b)section 14, and
(c)subsections (1), (9) and (12) of section 22.
3. Sections 15 to 21, subsections (2) to (8) and (10) and (11) of section 22 and sections 23 to 26 of the Football Spectators Act 1989 shall come into force on 24th April 1990.
4.-(1) The provisions of the Football Spectators Act 1989 which are specified in paragraph (2) below shall come into force on 1st June 1990.
(2) Those provisions are-
(a)section 8 and Schedule 2;
(b)subsections (1) to (5), (8) except paragraph (c), (9) to (11), (12) except paragraphs (a) and (b), and (13) to (17) of section 10; and
(c)sections 11 and 12.

Article 2 of this Order brings into force on 22nd March 1990 provisions in the Football Spectators Act 1989 which relate to interpretation and contain powers to designate football matches for the purposes of Parts I and II of that Act, designate an enforcing authority (for the purposes of sections 19 and 20) and specify offences in any country outside England and Wales which, in the opinion of Her Majesty, appear to correspond to offences in Schedule 1 to that Act (sections 1(1), (2), (4)(a), (7) to (11), 14 and 22(1), (9) and (12)).
Article 3 of this Order brings into force on 24th April 1990 the remainder of Parts II and III of that Act. Part II concerns restrictions orders (by which persons subject to such an order may be required to report to a police station in England or Wales on the occasion of a football match which falls within a description designated by order under section 14(2) being played outside England and Wales). Part III is supplementary.
Article 4 of this Order brings into force on 1st June 1990 certain provisions in Part I of the Football Spectators Act 1989. The provisions concern the establishment of the Football Licensing Authority (section 8 and Schedule 2), licences to be issued by that Authority (section 10(1) to (5), (8)(a) and (b), (9) to (11), (12)(c) and (d) and (13) to (17)), the power of the Secretary of State to require conditions in licences relating to seating (section 11) and the revocation and suspension of licences (section 12). The provisions concerning the Football Membership Authority (sections 2 to 7 and related provisions in sections 1 and 10) have not been brought into force by this Order.
