The Secretary of State, in exercise of the powers conferred on him by sections 20, 24(1)(b) and 29(1) of the Building (Scotland) Act 1959(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1. These Regulations may be cited as the Building (Procedure) (Scotland) Amendment (No. 2) Regulations 1991 and shall come into force on 1st September 1991.
2. For Schedule 2 to the Building (Procedure) (Scotland) Regulations 1981(2) there shall be substituted the Schedule 2 set out in the Schedule to these Regulations.
3. The Building (Procedure) (Scotland) Amendment Regulations 1988(3) and The Building (Procedure) (Scotland) Amendment Regulations 1990(4) are hereby revoked.

These Regulations replace the scale of building control fees in the Building (Procedure) (Scotland) Regulations 1981. The average increase is approximately 25%.
1959 c. 24; section 20 was substituted by the Housing (Scotland) Act 1986 (c. 65), section 19(6); section 29(1) contains a definition of "prescribed" relevant to the exercise of the statutory powers under which these Regulations are made.
