CHANGES IN LOCAL GOVERNMENT AREAS

The Secretary of State, in exercise of his powers under sections 51(2) and 67(4) of the Local Government Act 1972(1) and of all other powers enabling him in that behalf, hereby makes the following Order which gives effect to proposals submitted to him under sections 47, 48(1) and 51(1) of that Act, more than six weeks before the making of this Order, by the Local Government Boundary Commission for England:
1.-(1) This Order may be cited as the Greater London and Surrey (County and London Borough Boundaries) (No. 4) Order 1993.
(2) This Order shall come into force on 1st December 1993 for any purpose set out in regulation 4(1) of the Local Government Area Changes Regulations 1976(2).
(3) For all other purposes, this Order shall come into force on 1st April 1994.
2. In this Order-
"electoral division" means an electoral division of the country of Surrey(3);
"Hounslow" means the London borough of Hounslow;
"the map" means one or more of the 13 maps prepared by the Department of the Environment, marked "Maps of the Greater London and Surrey (County and London Borough Boundaries) (No. 4) Order 1993", duly numbered for reference, and deposited in accordance with regulation 5 of the Local Government Area Changes Regulations 1976;
"Richmond" means the London borough of Richmond Upon Thames;
"Surrey" means the county of Surrey, and any reference to Spelthorne is a reference to the Surrey borough of that name; and
"ward" means a ward of the borough or London borough from or to which an area is transferred(4).
3.-(1) Each area which is marked as shown in column 1 of the following Table on the map indicated in column 2 shall be transferred from Greater London, from Hounslow, and from the ward named in column 3 to Surrey, to Spelthorne, to the ward and electoral division named in column 4, and to the North and East Surrey petty sessional division and the Surrey coroner's district.

4. The area which is marked D on map 10 shall be transferred from Surrey, from Spelthorne, and from the Sunbury East ward to-
(a)Greater London;
(b)Richmond;

(d)the Richmond-upon-Thames petty sessional area and the Western London coroner's district.
5.-(1) Each area which is marked as shown in column 1 of the following Table on the map indicated in column 2 shall be transferred from Hounslow, and from the ward named in column 3 to Richmond, to the ward named in column 4, and to the Richmond-upon-Thames petty sessional area.

6.-(1) In this article, "provision" means a provision of a development plan (as defined in section 336(1) of the Town and Country Planning Act 1990(5)).
(2) Any provision applying to an area transferred by this Order shall continue to apply to that area, notwithstanding the transfer, until replaced by a provision which so applies, and which is expressed to supersede the preserved provision.

(This note is not part of the Order)
This Order makes mainly small changes to the boundary between-
(a)Greater London (London borough of Hounslow) and the county of Surrey (borough of Spelthorne); and between
(b)the London boroughs of Hounslow and Richmond Upon Thames.
One minor consequential change is made to the boundary between Greater London (Richmond Upon Thames) and Surrey (Spelthorne). Consequential changes are made to local government electoral areas, petty sessional areas/divisions and coroners' districts. No parishes are affected.
The map and table forming part of this Note (Pages 4 to 6) give a general guide to the location, area and population of the land affected.
Prints of the detailed order maps (described in article 2) may be inspected at all reasonable times at the offices of the council for each borough or London borough affected, and additionally at the offices of the Secretary of State for the Environment located in 2, Marsham Street, London SW1P 3EB.
The Local Government Area Changes Regulations 1976 (S. I. 1976/246, amended by S. I. 1978/247) contain general provisions regarding the effect of orders such as this one.
The Greater London and Surrey (County and London Borough Boundaries) Order 1993 (S. I. 1993 No. 1148) will transfer areas between Greater London and the county of Surrey, affecting the boundaries of the London borough of Croydon with the borough of Reigate and Banstead, and with the district of Tandridge.
The Greater London and Surrey (County and London Borough Boundaries) (No. 2) Order 1993 (S. I. 1993 No. 1208) makes a change to the boundary between Surrey (district of Spelthorne) and Greater London (London borough of Richmond upon Thames).
The Greater London and Surrey (County and London Borough Boundaries) (No. 3) Order (S. I. 1993 No. 1319) makes mainly small changes to the boundary between Greater London and Surrey, affecting the London boroughs of Sutton and Croydon, and the Surrey boroughs of Epsom and Ewell, and Reigate and Banstead.
All these orders come into full effect on 1st April 1994.

Every non-metropolitan county is divided into electoral divisions for the purposes of the election of county councillors (section 6(2)(a) of the Local Government Act 1972). Greater London is not so divided.
Every district (including a London borough) is divided into wards for the purposes of the election of district councillors (section 6(2)(b) and (c) of the Local Government Act 1972).
