Parliamentary Under Secretary of State,
Department of Transport

(This note is not part of the Regulations)
These Regulations amend the Goods Vehicles (Operators' Licences) (Temporary Use in Great Britain) Regulations 1980. They modify Part V of the Transport Act 1968 so as to exempt the operator of any Albanian goods vehicle (as defined in the Regulations) from the need to obtain an operator's licence under section 60(1) of that Act in order to carry goods in Great Britain on an international journey.
The exemption of Albanian goods vehicles gives effect to an Agreement between the United Kingdom and the Republic of Albania on international road transport signed on 9th February 1993 which enters into force on a date to be notified in the London Gazette.
