The Registrar General in exercise of the powers conferred by sections 5, 9(5), 10(1), 10A(1), 11(1)(b) and 39 of the Births and Deaths Registration Act 1953(1) as extended by section 26(3) of the Welsh Language Act 1993(2) and of all other powers enabling him in that behalf, with the approval(3) of the Secretary of State for Wales(4), hereby makes the following Regulations-
1.-(1) These Regulations may be cited as the Registration of Births and Deaths (Welsh Language) (Amendment) Regulations 1995 and shall come into force on 1st April 1995.
(2) In these Regulations "the principal Regulations" means the Registration of Births and Deaths (Welsh Language) Regulations 1987(5).
2. For forms 1, 2, 5, 6, 7 and 9 in Schedule 2 to the principal Regulations (prescribed forms)(6) there shall be substituted respectively the forms 1, 2, 5, 6, 7 and 9 in the Schedule to these Regulations.
3. Regulation 9 of the principal Regulations (discrepancies) is hereby revoked.

These Regulations make minor amendments to the Registration of Births and Deaths (Welsh Language) Regulations 1987.
The forms prescribed for the registration of live births and still-births and their associated declarations, the declaration and statement for the re-registration of a birth and the form of certificate of registration of birth are amended so as to delete any reference to an NHS number, to insert a specific reference to the occupation of the mother and to make other minor changes in layout. These amendments, amongst other changes, implement proposals in paragraphs 4.5 and 4.21 of the White Paper "Registration: proposals for change" (Cm 939) published in January 1990.
Regulation 3 revokes the provision in the 1987 Regulations that in the case of any discrepancy between an English text and a Welsh text permitted by the Regulations, the English text shall prevail.
These Regulations impose no costs on business.

Sections 1(1) and 5 were amended by the Children Act 1975 (c. 72), section 108(1) and Schedule 3, paragraph 13(1); section 5 was also amended by the Registration of Births, Deaths and Marriages (Fees) Order 1968 (S.I.1968/1242), article 4(1), Schedule 2; section 9(5) was added by the Children Act 1975 section 93(3); sections 10 and 10A were substituted by the Family Law Reform Act 1987 (c. 42), section 24 and 25 respectively and were further amended by the Children Act 1989 (c. 41), section 108(4) and paragraph 6 of schedule 12 (see S.I. 1991/828).
The approval of the Minister is required by virtue of section 39 of the Births and Deaths Registration Act 1953.
"Secretary of State" was substituted for "Minister of Health" in section 41 by the Secretary of State for Social Services Order 1968 (S. 1968/1699">1968/1699), article 5(4)(b).
