The Secretary of State for Wales, in exercise of the powers conferred on him by section 54(1) of the Local Government (Wales) Act 1994(1) and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Local Government Reorganisation (Wales) (Capital Finance) (Amendment) Order 1999 and shall come into force on 21st July 1999.
2.-(1) The Local Government Reorganisation (Wales) (Capital Finance and Miscellaneous Provisions) Order 1996(2) is amended as follows.
(2) In Article 4, in paragraph (3), for "Where" substitute "Save as provided in paragraph (3A) below, where".
(3) In Article 4, after paragraph (3), insert-�
"(3A) The usable receipts of the old authorities specified in column (1) of Schedule 3 to this Order shall be distributed by the designated authorities specified in column (2) of the said Schedule among the successor authorities specified in column (3) of the said Schedule in the amounts specified in column (4) of the said Schedule."

The Local Government Reorganisation (Wales) (Capital Finance and Miscellaneous Provisions) Order 1996 makes further provision in relation to financial matters consequent upon the reorganisation of local government in Wales by the Local Government (Wales) Act 1994.
Article 4 of the Local Government Reorganisation (Wales) (Capital Finance and Miscellaneous Provisions) Order 1996 adds an old authority's usable capital receipts to those of the new authority designated to close its accounts and paragraph (3) of that Article restricts the application of the usable receipts of a divided old authority.
This Order modifies that restriction by making provision for such usable receipts to be distributed by designated authorities among successor authorities.
