The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 6(1) and (3) of the Road Traffic Regulation Act 1984(1), and of all other powers enabling him in that behalf, and after consultation with the Commissioner of Police of the Metropolis pursuant to section 7(6) of that Act(2), hereby makes the following Order:
1. This Order may be cited as the A4 Trunk Road (Bath Road and Sipson Road, Hillingdon) (Prohibition of Turns) Order 1999 and shall come into force on 7th February 1999.
2. In this Order:
"the trunk road" means that length of the A4 Trunk Road in the London Borough of Hillingdon known as Bath Road;
"Sipson Road" means the road of that name in the London Borough of Hillingdon; and
"the Excelsior Slip Road" means that length of the trunk road which links the M4 Motorway (Heathrow Airport Spur Road) with its main eastbound carriageway.
3. Save as provided in article 4 below, no person shall cause or permit any vehicle-�
(a)having entered the main eastbound carriageway of the trunk road from the Excelsior Slip Road to proceed in any direction other than eastwards,
(b)proceeding in the offside lane of the Excelsior Slip Road to turn left at the junction with Sipson Road,
(c)proceeding in the main eastbound or westbound carriageway of the trunk road to make a U-turn at the junction with Sipson Road so as to proceed in the opposite direction, or
(d)proceeding in the offside lane of the main eastbound or westbound carriageway of the trunk road at the junction with Sipson Road to turn left or proceed straight ahead.
4. Nothing in article 3 above shall apply to:-�
(a)any vehicle being used for Police, Fire Brigade or Ambulance purposes; or
(b)anything done at the direction or with the permission of a constable in uniform or a traffic warden.

Section 6(3) was amended by the Local Government Act 1985 (c. 51), section 8 and Schedule 5, paragraph 4(3).
Section 7(6) was amended by paragraph 3 of Schedule 7 to the Road Traffic Act 1991 (c. 40).
