In exercise of the powers conferred upon him by section 26(1) of the Police Act 1997(1), and after consultation with the organisations mentioned in section 26(2) of that Act, the Secretary of State hereby makes the following Order:
1. This Order may be cited as the NCIS (Secretary of State's Objectives) Order 1999 and shall come into force on 1st April 1999.
2. The NCIS (Secretary of State's Objectives) Order 1998(2) is hereby revoked.
3. The objectives for the National Criminal Intelligence Service ("NCIS") are-�
(a)to provide high quality and relevant criminal intelligence leading to-�
(i)the dismantling or disruption of criminal enterprises engaged in serious and organised crime, and
(ii)the arrest and prosecution of criminals, whose activities take place in or impact on the United Kingdom;
(b)to provide high quality and relevant criminal intelligence and information to law enforcement agencies, having regard to the Command Paper entitled "Tackling Drugs to Build a Better Britain -� the Government's Ten-Year Strategy for Tackling Drugs Misuse"(3) and in order to suppress the availability of controlled drugs in the United Kingdom.

This Order sets out the Secretary of State's objectives for the National Criminal Intelligence Service ("NCIS"). These objectives replace those set out in the NCIS (Secretary of State's Objectives) Order 1998, which is revoked by this Order. Section 2(4)(a) of the Police Act 1997 requires the NCIS Service Authority to have regard to these objectives in the discharge of its functions. Section 4 of the 1997 Act requires the NCIS Service Authority to issue a service plan which must give particulars of these objectives.
