1. This Order may be cited as the A421 Trunk Road (M1 Junction 13 to Bedford Improvements and Detrunking) Order 2008 and shall come into force on 31st July 2008.
2. In this Order–
(1) all measurements of distance are measured along the route of the relevant highway; and
(2) __
(a) "classified road" as a classification for a highway, means that the highway is not a principal road for the purposes of enactments or instruments which refer to highways classified as principal roads but is a classified road for the purpose of every enactment and instruments which refers to highways classified by the Secretary of State and which does not specifically refer to their classification as principal roads;
(b) "the new main road" means the new highway which the secretary of State proposes to construct along the routes described in Schedule 1 to this Order;
(c) "the new trunk roads" means the new main road and the slip roads;
(d) "the plan" means the plans numbered HA 10/MP/088 comprising plans numbered 1 and 2 and marked "The A421 Trunk Road (M1 Junction 13 to Bedford Improvements and Detrunking) Order 2008", signed by authority of the Secretary of State for Transport and deposited at DCLG-DfT Records Management Branch, Floor 13 (IMD), Ashdown House, St Leonards on Sea, Hastings, East Sussex, TN37 7GA;
(e) "the slip roads" means the new highways which the Secretary of State proposes to construct along the routes described in Schedule 2 to this Order and which connect the main new road with other highways or proposed highways at the places stated in that Schedule; and
(f) "the trunk road" means the A421 Trunk Road.
3. The new main road and the slip roads shall become trunk roads from the date when this Order comes into force.
4. The centre line of each of the trunk roads is indicated by a heavy black continuous line on plan 1.
5. The length of the trunk road described in the Schedule 3 to this Order shall cease to be a trunk road and shall be classified as a classified road from the date on which the Secretary of State notifies the Bedfordshire County Council that the new trunk road is open for traffic.
6. The centre line of the trunk road to cease to be a trunk road is indicated by a heavy black dashed-line on Plan 2.
7. The Secretary of State directs as respects any part of a highway which crosses the route of any of the new trunk roads that–
(a) where the highway is maintainable at the public expense by a local highway authority, the part in question shall be maintained by that authority, and
(b) where the highway is not so maintainable and is not maintainable under a special enactment or by reason of tenure, enclosure or prescription, the Secretary of State shall be under no duty to maintain the part in question,
until, in either case, a date to be specified in a notice given by the Secretary of State to the highway authority for that highway. The date specified will not be later than the date on which the relevant route is opened for traffic.

The route of the new main road is 11.8 kilometres in length, from and including M1 Junction 13 at Brogborough in the County of Bedfordshire to a point on the A421 Trunk Road about 347 metres east of Marsh Leys Junction at Kempston in the County of Bedfordshire (the new main road being given the letter A on plan 1);
The route of the new main road is 296 metres in length, from a point 301metres north-west of the edge of the A421/M1/A507 roundabout at Husborne Crawley in the County of Bedfordshire to a point 27 metres to the west of the A507 Bedford Road at Husborne Crawley in the County of Bedfordshire (the new main road being given the letter B on plan 1);
The route of the new main road is 590 metres in length, from a point 130 metres south of the junction with Salford Road and the A421 Trunk Road at Brogborough in the County of Bedfordshire, generally to the west of the A421 Trunk Road to a point off-set by 28 metres to the west of the existing Salford Road at Hulcote and Salford in the County of Bedfordshire (the new main road being given the letter C on plan 1);
The route of the new main road is 1.216 kilometres in length, from a point on the A421 Trunk Road 165 metres north of its junction with Sheeptick End, generally to the south of the A421 trunk road to a point on the A421 Trunk Road 1.381 kilometres northeast of its junction with Sheeptick End at Brogborough in the County of Bedfordshire (the new main road being given the letter D on plan 1);
The route of the new main road includes a roundabout on the south side of the A421 County Road centred at a point 61 metres from the edge of its westbound carriageway and 337 metres southwest of the roundabout junction between the A421 County Road, M1 Junction 13 and A507 Bedford Road at Husborne Crawley in the County of Bedfordshire (the new main road being given the letter R1 on plan 1); and
The route of the new main road includes a roundabout centred at a point 90 metres north west of the existing Woburn Road/A421 Trunk Road/A5134 Interchange roundabout at a distance of 273 metres south west of the A5134 Woburn Road Industrial Estate roundabout at Kempston in the County of Bedfordshire, (the new main road being given the letter R2 on plan 1).
The routes of the slip roads are as follows:
1. Proposed Junction at Salford Road, Brogborough
(a) A route to connect the eastbound carriageway of the new main road with a new signalised junction, which the Secretary of State proposes to construct at Salford Road, Brogborough in the county of Bedfordshire (the slip road along the route being given the number 1 on plan 1); and
(b) A route to connect the westbound carriageway of the new main road with a new signalised junction, which the Secretary of State proposes to construct at Salford Road Brogborough in the county of Bedfordshire (the slip road along the route being given the number 2 on plan 1).
2. Proposed Junction with Beancroft Road at Marston Moretaine
(a) Two routes to connect the east bound carriageway of the new main road with a new roundabout which the Secretary of State proposes to construct at Beancroft Road, Marston Moretaine in the County of Bedfordshire (the slip roads along the route being given the numbers 3 and 4 on plan 1); and
(b) Two routes to connect the west bound carriageway of the new main road with a new roundabout which the Secretary of State proposes to construct at Beancroft Road, Marston Moretaine in the County of Bedfordshire (the slip roads along the route being given the numbers 5 and 6 on plan 1).
3. Proposed Junction at Marsh Leys
(a) Two routes to connect the eastbound carriageway of the new main road with a new roundabout at Marsh Leys which the Secretary of State proposes to construct at Kempston in the County of Bedfordshire (the slip roads along the route being given the numbers 7 and 8 on plan 1); and
(b) Two routes to connect the westbound carriageway of the new main road with a new roundabout at Marsh Leys which the Secretary of State proposes to construct at Kempston in the County of Bedfordshire (the slip roads along the route being given the numbers 9 and 10 on plan 1).
The route of the A421 Trunk Road ceasing to be a trunk road is from a point on the A421 Trunk Road 183 metres south of the centre point of its junction with Salford Road and Station Road, Brogborough (marked "A" on plan 2) to a point on the A421 Trunk Road 347 metres east of its junction with the existing A421/A5134 Woburn Road roundabout (marked "B" on plan 2) including the newly constructed A421/A5134 roundabout at Marsh Leys junction and is shown by broad black dashes on the plan, a distance of 11.582 kilometres.

This Order will establish the line of a new 11.8 kilometre length of A421 Trunk Road dual carriageway to be constructed between M1 Junction 13 and Bedford and detrunk the superseded length of the existing A421 Trunk Road including the newly constructed A421/A5134 roundabout at Marsh Leys junction which would become a local authority road.
