The Secretary of State, in exercise of the powers conferred by section 79 of the Civil Aviation Act 1982(1) ("the 1982 Act"), makes the following Scheme.
In accordance with section 79(6) of the 1982 Act the Secretary of State has consulted Heathrow Airport Limited and Gatwick Airport Limited, being the relevant managers for the purposes of that section.
1. This Scheme may be cited as the Heathrow and Gatwick Airports-London Noise Insulation Grants (Revocations) Scheme 2014 and comes into force on 5th January 2015.
2. The following instruments are revoked-
(a)The Heathrow Airport-London Noise Insulation Grants Scheme 1989(2); and

Signed by authority of the Secretary of State for Transport

Parliamentary Under Secretary of State
Department for Transport

(This note is not part of the Scheme)
This instrument revokes two Schemes which are spent.
The Airports Policy White Paper (Cmnd 9542) published in June 1985 committed the Government to reviewing the Noise Insulation Grants Schemes made in 1980 in respect of Heathrow and Gatwick Airports. Following the review the Secretary of State made a new scheme for each airport: the Heathrow Airport-London Noise Insulation Grants Scheme 1989 (S.I. 1989/247) and the Gatwick Airport-London Noise Insulation Grants Scheme 1989 (S.I. 1989/248). The Schemes required Heathrow Airport Limited and Gatwick Airport Limited to pay grants towards the cost of installing domestic insulation in eligible dwellings in the vicinity of the airports.
The last date for lodging an application under the Schemes was 31st March 1991 and all insulation work had to be completed by 30th September 1992. As these dates have been past the Schemes are spent.
A full impact assessment has not been produced for this instrument because no impact on business or the voluntary sector is foreseen. The Explanatory Memorandum is published alongside the instrument on www.legislation.gov.uk.
1982 c. 16. There is an amendment to this section which is not relevant to this instrument.
