This Statutory Instrument corrects errors in S.I. 2020/1374and is being issued free of charge to all known recipients of that Statutory Instrument.
Regulations made by the Secretary of State, laid before Parliament under section 45R of the Public Health (Control of Disease) Act 1984 (c. 22), for approval by resolution of each House of Parliament within twenty-eight days beginning with the day on which the instrument is made, subject to extension for periods of dissolution, prorogation or adjournment for more than four days.

The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45C(1), (3)(c) and (4)(d), 45F(2) and 45P of the Public Health (Control of Disease) Act 1984( 1).
These Regulations are made in response to the serious and imminent threat to public health which is posed by the incidence and spread of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) in England.
The Secretary of State considers that the restrictions and requirements imposed by the Health Protection (Coronavirus, Restrictions) (All Tiers) (England) Regulations 2020( 2), as amended by these Regulations, are proportionate to what they seek to achieve, which is a public health response to that threat.
In accordance with section 45R of that Act, the Secretary of State is of the opinion that, by reason of urgency, it is necessary to make this instrument without a draft having been laid before, and approved by a resolution of, each House of Parliament.
1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, Restrictions) (All Tiers) (England) (Amendment) Regulations 2021.
(2) They come into force on 20th January 2021.
2.—(1) The Health Protection (Coronavirus, Restrictions) (All Tiers) (England) Regulations 2020 are amended as follows.
(2) In regulation 2(1)—
(a) omit the definition of “Christmas period”;
(b) omit the definition of “linked Christmas household”.
(3) In regulation 3(11), omit paragraph (a).
(4) Omit regulation 4.
(5) In Schedule 1—
(a) in paragraph 3—
(i) in sub-paragraph (14)(a)(i), for “or the Civil Partnership Act 2004”, substitute “, the Civil Partnership Act 2004 or the Marriage (Same Sex Couples) Act 2013( 3)”;
(ii) omit sub-paragraphs (30) to (35) and the preceding heading;
(b) in paragraph 4(2)—
(i) at the end of paragraph (c), insert “or”;
(ii) at the end of paragraph (d), omit “or”;
(iii) omit paragraph (e);
(c) in paragraph 11(2)(c)(i), for the words from “educational accommodation” to the end, substitute “provider of post-16 education or training (as defined in paragraph 1(8) of Schedule 17 to the Coronavirus Act 2020) or educational accommodation for students attending higher education courses,”.
(6) In Schedule 2—
(a) in paragraph 4—
(i) in sub-paragraph (14)(a)(i), for “or the Civil Partnership Act 2004”, substitute “, the Civil Partnership Act 2004 or the Marriage (Same Sex Couples) Act 2013”;
(ii) omit sub-paragraphs (27) to (30) and the preceding heading;
(b) in paragraph 7(2)—
(i) in paragraph (a)—
(aa) at the end of sub-paragraph (ii), insert “or”;

(8) In Schedule 3A—
(a) in paragraph 2(2)—
(i) at the end of paragraph (h), omit “or”;
(ii) after paragraph (h), insert—
“(ha) to attend a library to collect any item ordered in a way permitted by paragraph 16(1)(a); or ”;
(b) in paragraph 6, in sub-paragraph (12)(a)(i), for “or the Civil Partnership Act 2004”, substitute “, the Civil Partnership Act 2004 or the Marriage (Same Sex Couples) Act 2013”;
(c) in paragraph 12(1)(c), after “for training”, insert “or competition”;
(d) in paragraph 15(6)(b)(i), for the words from “educational accommodation” to the end, substitute “provider of post-16 education or training (as defined in paragraph 1(8) of Schedule 17 to the Coronavirus Act 2020) or educational accommodation for students attending higher education courses,”;
(e) in paragraph 16(1)(a)(ii), for “purchaser”, both times it appears, substitute “person”.
