I, SEÁN F. LEMASS, Minister for Industry and Commerce, in exercise of the powers conferred on me by Article 31 of the Emergency Powers Order, 1939 (S. R. & O. No. 224 of 1939), as amended by the Emergency Powers (No. 173) Order, 1942 (S. R. & O. No. 166 of 1942) (which Orders are continued in force by the Supplies and Services (Temporary Provisions) Act, 1946 (No. 22 of 1946)), and of every and any other power me in this behalf enabling, hereby order as follows:—

1. This Order may be cited as the Flour and Bread (Rationing) Order, 1946 (Second Amendment) Order, 1947.

2. (1) In this Order—

the expression " the Principal Order" means the Flour and Bread (Rationing) Order, 1946 ( S. R. & O. No. 388 of 1946 ), as amended by the Flour and Bread (Rationing) Order, 1946 (First Amendment) Order, 1947 ( S. R. & O. No. 56 of 1947 ) ;

the expression " the first ration period " means the period declared to be a ration period by the Flour and Bread (Rationing) Order, 1946 (Supplemental Provisions) (No. 1) Order, 1946 ( S. R. & O. No. 389 of 1946 ).

(2) The Principal Order and this Order shall be construed together as one Order.

3. No further ration periods shall be declared for the purposes of the Principal Order and accordingly—

(a) where, at the expiration of the first ration period, a domestic consumer is registered for the purposes of the Principal Order as a flour customer with a flour retailer or as a bread customer with a bread retailer, the retailer shall continue to retain the relevant registration page or pages and, so long as he retains such page or pages, the consumer shall be deemed for the purposes of the Principal Order to be registered as a flour customer or bread customer (as the case may be) of the retailer,

(b) the obligation under Article 14 or Article 15 of the Principal Order to give bread ration cards shall have effect after the expiration of the first ration period as a continuing obligation to give such cards from time to time as occasion requires,

(c) for the purposes of effecting, after the expiration of the first ration period, new registrations under Article 12 or Article 14 of the Principal Order, the first ration period shall be deemed not to have expired and page 27 or page 28 of a general ration book or a supplementary registration page may be lodged in connection with any such new registration,

(d) after the expiration of the first ration period, there shall be no flour or bread coupons for the purposes of the Principal Order, but references in that Order to the flour exchange value or the bread exchange value of a flour or bread coupon shall have the same meanings respectively as they had immediately before the expiration of the first ration period,

(e) Articles 21 and 22 of the Principal Order shall cease to have effect on the expiration of the first ration period,

(f) the form set out in the First Schedule to this Order shall be substituted on the expiration of the first ration period for the form set out in the First Schedule to the Principal Order,

(g) the form set out in the Second Schedule to this Order shall be substituted on the expiration of the first ration period for the form set out in the Seventh Schedule to the Principal Order.

INSTRUCTIONS TO RETAILERS:

1. The retailer must insert his name and address in the space provided at the head of the form.

2. The particular required in Column 2, Part I, must be inserted within 3 days after the commencement of each week.

3. The particulars required in the other columns of Part I must be inserted within 3 days after the end of each week.

4. The particulars required in Part II of the Form must be recorded immediately on receipt of each Permit Voucher and before the Voucher is passed to the wholesale supplier.
