ADOPTION ACT (NORTHERN IRELAND) 1967 - SECT 11

11.(1) For the purposes of any application for an adoption order the court
shall, subject to Adoption Rules, appoint

(a)[the Ministry of Home Affairs] ...;

(b)some other person;

(2) Subject to Adoption Rules, it shall be the duty of the guardian ad litem
to safeguard the interests of the infant concerned.
